When it can appear
- Rank A and Rank S draw from the same class modifier pools.
- A single-class hero receives 3 random offers from its class.
- A dual-class hero receives 4 offers, split 2 from each class.
- At Rank S, the modifier already owned at A is excluded.

Base means the hero always has access to that class pool. “Via” means the named Rank B specialization must add the class first.
